Critical Perspective on ASEAN’s
Security Policy under ASEAN Political and Security Community
In addition to facing economic
challenges, asean also faces several other challenges, one of which is the security
challenge. This artikel is about asean security policy that is issued by the
APSC. Establishment of the ASEAN Political-Security Community (ASEAN
Political-Security Community / APSC) is intended to speed up political and
security cooperation in ASEAN in realizing peace in the region and globally.
ASEAN Political-Security Community is open, based on a comprehensive approach
to security and is not intended to constitute a defense pact / military
alliance or joint foreign policy.
First of all this arikel discusses the conceptual framework of
traditional security and non-traditional 'security framework. Developed
countries tend to intervene in the policy of each developing country in terms
of security, so that those countries are urged to develop policies that will
support the advanced economies, as well as changing the perspective of the
threat in the country that had been traditional to non tradisional.This article
discusses issues non-traditional security that confront asean about security
policy perspective APSC using CSS. Narrative colonialism, bordering the claim,
the question of minorities, and non -traditional threat is the culmination of
everything. At the end of colonial occupation, Southeast Asia became the
battlefield of other Western powers during World War 2. Pasific US military
campaign against the Japanese imperial army and communist ideology provoke the
Vietnam War and allowed the US to establish military bases in the Philippines
were closed in the 1991 war.
There are three dominant theoritical framework to explain the
integration of southeast asian nation into asean namely; neo realism, neo
liberalism, and contsructivism.One of ASEAN concerns in ensuring the stability
in southeast asia is securing the region from any potential enmities.According
to archarya there are four forms of security cooperation,the security
regime,security regime, security community, collective defense,and collective
security.Security community is characterized by two fundamental elements,the
first element is the absence of war and the second is no significant
preparations for war among member states.
Regional Security Complex ( RSC ) theory defends the pivotal role
of regional security to international structure.RSC is a set of units whose
major processes of securitisation,desecuritisation,or both are so interlinked
that their security problems cannot
reasonably be analyzed or resolved apart from one another.The south china sea
disputes jeopardizes asean security in two ways.The fist is the possibility of
chinese military intrussion to asean
members ,the second threat as the effect of south china sea disputes is the
possible disruption of asean member solidity.there are seven categories that
related to human security, those are economic security, food security, health
security, environmental security ,personal security ,community security,and
political security.
UN has casted three main criteria in determining states distortion
of employing human security in their policies.The first is it must elevate
‘peoples capabilities to make choice ‘,the second is no overwhelmed
‘securitization’ of threats that in turn could endanger the people,the third is
the result of the policies must not
weaken the security of other people in different states.The improvement os
ASEAN’s capacity in dealing with non-traditional security issues has shown slow
progress. ASEAN’s diversity lies on the cultural,social,economic, and political
dimensions..ASEAN strategy in ensuring the security of its peole security is by consolidating
internally and externally with foreign
partners.
ASEAN security policy has far been covering many aspects of
non-traditional security.Even thought ASEAN members realized the serious danger
or non-traditional threats,it still believe that those threats are categorized
as domestic problems.The fundamental norms and values of ASEAN can be found in
its treaty and amity cooperation in south
east asia 1967 which stated

Mutual respect for the
independence,sofereignty,equality,territorial integrity,and national identity
of all nations
2.
The right of every state to lead its national existence free from
external interference,subversion of coercion
3.
Non-interference inthe
internal affairs of one another
4.
Settlement of differences or disputes by peaceful manner
5.
Renunciation of the threats or use of force
6.
Effective cooperation among themselves.
The non-interference principle arguable is the most problematic
principle.ASEAN reliance on dialogue is adopted almost in every issue from
regular to complex issue such as south china sea disputes.ASEAN has established
various dialogue with its wide range state and international oraganization
partnes.The APSC basically is a forum to provide wider dialogue concerning
security.Right now APSC has various forums to tackle those issues,it includes
ASEAN intergovermental commision on human rights,ASEAN foreign Minister
Meeting,ASEAN Defense minister Meeting,ASEAN Law Minister Meeting,and ASEAN
Ministerial Meeting on Transnational Crime.
